A firm protested a Defense Construction Supply Center (DCSC) contract award for vanes and wear assemblies, contending that DCSC: (1) improperly denied it the opportunity to compete for award; (2) failed to timely inform it of the qualification requirements; and (3) failed to qualify its alternate product. GAO held that DCSC failed to: (1) timely inform the protester of the necessary requirements to qualify its alternate product; (2) provide the protester the opportunity to qualify its alternate product and compete for award; and (3) promptly forward the protester's bid specifications for product approval. Accordingly, the protest was sustained, and GAO recommended that DCSC: (1) allow the protester to qualify its product and compete for the contract; and (2) reimburse the protester for its bid preparation and protest costs.
