Two firms protested the U.S. Customs Service's solicitation for an X-ray powder diffraction system, contending that: (1) Customs improperly issued the solicitation as a total small business set-aside; and (2) the specifications were overly restrictive. GAO held that: (1) Customs reasonably concluded that it would receive bids from at least two small business concerns; and (2) the solicitation's requirements were necessary to meet Customs' minimum needs. Accordingly, the protests were denied.
