A firm protested a Defense Logistics Agency (DLA) purchase order for mechanical seals, contending that the DLA failure to evaluate its product deprived it of a reasonable opportunity to compete. GAO held that: (1) there was no basis for concluding that DLA unreasonably delayed evaluating the protester's product; and (2) DLA was unable to complete the requisite review in time to make an award that would satisfy its need for the specified item. Accordingly, the protest was denied in part and dismissed in part.
