A firm protested an Army Corps of Engineers contract award for electric generator rehabilitation, contending that: (1) the Corps improperly awarded the contract to the higher priced bidder; and (2) Buy American contracting policies would be better served by its domestic products. GAO held that: (1) award to the technically superior, higher priced bidder was consistent with the solicitation's evaluation criteria; and (2) the Corps reasonably determined that the awardee's bid was technically superior and most advantageous to the government. Accordingly, the protest was denied.
