A firm protested a General Services Administration (GSA) lease award for office space, contending that GSA: (1) did not evaluate the bids in accordance with the solicitation's evaluation criteria; and (2) improperly accepted the awardee's price proposal. GAO held that: (1) GSA reasonably evaluated and documented bid evaluations, and awarded the contract to the low bidder; and (2) the solicitation did not prohibit stepped pricing. Accordingly, the protest was denied.
