A firm protested the Department of Health and Human Services' (HHS) cancellation of a solicitation for office space renovation, contending that HHS lacked a compelling reason to cancel the solicitation after exposing bids. GAO held that HHS based its cancellation of the solicitation on its inclusion of: (1) requirements that violated the Buy American Act; (2) ambiguous specifications; (3) unnecessary requirements; and (4) overly restrictive requirements. Accordingly, the protest was denied.
