A firm requested reconsideration of a sustained protest of an Air Force contract award for computer hardware maintenance and system analyst support. GAO had held that the: (1) Air Force improperly allowed the awardee to revise its best and final offer; and (2) awardee could not meet a material requirement for proprietary software. In its request for reconsideration, the protester contended that: (1) its late submission of some revised tables was a minor informality which did not constitute discussions; and (2) its competitor misstated its policy about allowing access to its proprietary software. GAO held that the: (1) revised tables were material to the protester's bid; and (2) protester did not provide any evidence that its competitor had deviated from its stated software access policy. Accordingly, the request for reconsideration was denied.
