The Department of Agriculture National Finance Center (NFC) requested a decision regarding a Forest Service employee's entitlement to reimbursement for certain real estate expenses. GAO held that reimbursement was not authorized for: (1) survey costs to qualify the seller's land for subdivision; and (2) attorney's fees for locating a lender, or obtaining local approval. Accordingly, NFC should reimburse the claimant for legal fees and survey charges for the purchase of a residence in the local area of his permanent duty station.
