A firm protested the Defense Nuclear Agency's (DNA) exclusion of its bid as being outside the competitive range for research and development, contending that the technical evaluation panel did not understand its proposal because the panel lacked the appropriate technical knowledge. GAO held that DNA: (1) reasonably evaluated the protester's technical proposal; and (2) reasonably excluded the protester's bid from the competitive range. Accordingly, the protest was denied.
