A firm protested the Army Corps of Engineers' rejection of its bid as nonresponsive for dredging, contending that its filing of the wrong power-of-attorney form with its bid was a minor informality, since the person who signed on behalf of the surety had a general-power-of-attorney form on file with the Corps. GAO held that: (1) the protester had no valid basis of protest, since it did not make clear that the attorney had the required authority; and (2) the Corps properly rejected the protester's bid. Accordingly, the protest was denied.
