A firm protested a General Services Administration (GSA) contract award for computer systems support services, contending that GSA: (1) failed to hold meaningful discussions; (2) improperly rejected on the basis of unstated evaluation criteria; and (3) incorrectly evaluated the awardee's technical proposal. GAO held that GSA: (1) conducted meaningful discussions; (2) reasonably found that the protester's bid was unacceptable; and (3) reasonably evaluated the awardee's technical proposal. Accordingly, the protests were denied.
