A firm protested an Air Force solicitation for Precise Lightweight Global Positioning System Receivers, contending that the: (1) procurement was improper, because the Air Force erroneously classified the required item as an nondevelopmental item; and (2) Air Force improperly required bid samples. GAO held that the: (1) Air Force reasonably classified the required items; and (2) protester was not sufficiently interested to challenge the bid sample requirement, since it could not provide the required product as a nondevelopmental item. Accordingly, the protest was denied in part and dismissed in part.
