A firm protested an Army solicitation for washer and dryer leasing and maintenance services, contending that the: (1) bid requirements overstated the government's minimum needs; and (2) Army improperly omitted Service Contract Act provisions. GAO held that the: (1) solicitation requirements were reasonable; and (2) Army reasonably omitted the Service Contract Act provisions. Accordingly, the protest was denied.
