A firm protested a Bureau of Prisons (BOP) contract award for residential community correction services, contending that BOP misevaluated bids. GAO held that BOP: (1) reasonably concluded that the protester's past performance was poor; (2) fairly evaluated both the protester's and the awardee's proposed facilities and location; (3) evaluated qualifications and experience in accordance with the specified criteria; and (4) did not prejudice the protester by failing to apply the specified percentage evaluation formula, since the awardee's bid would have remained low. Accordingly, the protest was denied.
