A firm protested a Navy contract award for training system upgrade and expansion, contending that the Navy did not evaluate the bids in accordance with the specified criteria. GAO held that the: (1) solicitation did not provide for basing award only on low price and technical acceptability; and (2) Navy reasonably determined that the awardee's technical superiority outweighed the price difference between the awardee's and protester's bids. Accordingly, the protest was denied.
