A firm protested a Bureau of Reclamation contract award for submersible remotely operated vehicles, contending that the Bureau unreasonably determined that the awardee's bid represented a better value than its technically equal low bid. GAO held that the Bureau reasonably selected the awardee's slightly higher-priced bid, since the awardee provided adequate information to demonstrate its ability to meet the requirements and the protester did not provide such information. Accordingly, the protest was denied.
