A firm protested a Defense Advanced Research Projects Agency (DARPA) contract award for support services, contending that DARPA: (1) used an inappropriate numeric scoring system; (2) improperly excluded its proposal from the competitive range; (3) did not timely notify it of its bid's rejection; and (4) was biased in the awardee's favor. GAO held that: (1) DARPA properly evaluated bids; (2) DARPA properly excluded the protester's bid from the competitive range; (3) procedural irregularities did not affect the award's validity; and (4) there was no evidence of bias. Accordingly, the protest was denied.
