A firm protested a Defense Logistics Agency (DLA) contract award for cold weather glove inserts, contending that: (1) it was entitled to the award because it offered superior delivery terms; (2) the DLA evaluation of its and the awardee's past performance was unreasonable; and (3) DLA was biased in favor of the awardee. GAO held that: (1) DLA properly determined that the protester's delivery terms did not significantly enhance its bid; (2) DLA properly evaluated past performance; and (3) there was no evidence of bias. Accordingly, the protest was denied.
