A firm protested the Army's decision to permit the awardee to correct mistakes in its bid on a contract for the construction of a water channel, contending that the awardee and its subcontractor did not provide clear and convincing evidence of its intended bid. GAO held that the Army: (1) could not reasonably find clear and convincing evidence to support the amounts assigned to particular items; and (2) incorrectly permitted the awardee to correct its bid. Accordingly, the protest was sustained, and GAO recommended that the Army: (1) modify the awarded contract to reflect the original bid; and (2) reimburse the protester for its protest costs.
