A firm protested the Department of the Treasury's rejection of its bid for telecommunications support services, contending that Treasury improperly evaluated its proposal based on criteria not in the solicitation and erroneously rejected its offer as technically unacceptable. GAO held that Treasury: (1) reasonably determined the awardee's proposal was in accordance with the terms of the solicitation; and (2) used an appropriate evaluation method for proposals. Accordingly, the protest was denied.
