A firm protested a Navy contract award for radio transmitter systems, contending that the awardee: (1) failed to comply with certain solicitation requirements; and (2) submitted an unbalanced bid. GAO held that the Navy: (1) did not improperly waive software development language and interchangeability requirements; and (2) reasonably determined that the awardee's pricing was not unbalanced because it would provide a sufficient option quantity at a lower unit cost. Accordingly, the protest was denied.
