A firm protested a General Services Administration (GSA) solicitation for microfilm and tape services, contending that the Small Business Administration failed to properly determine the adverse impact on it from accepting the contract requirement into the 8(a) program. GAO held that the protester's mere disagreement with SBA did not show that SBA violated regulations governing adverse impact determinations. Accordingly, the protest was denied.
