A firm protested the Department of Agriculture (USDA) lease awards for office space, contending that it was unaware of other criteria used to evaluate proposals, since its offer was the most advantageous to the government. GAO held that: (1) USDA reasonably evaluated the protester's proposal in accordance with the stated evaluation criteria; and (2) the solicitation provided for award based on price and other factors listed in the solicitation. Accordingly, the protest was denied.
