A firm protested the rejection of its bid under a Department of Energy's (DOE) contractor's procurement for a television system, contending that: (1) the technical requirement was arbitrary and unnecessary; and (2) its low bid offered an item that would meet the government's need. GAO held that the protester untimely filed its protest regarding solicitation defects after bid opening. Accordingly, the protest was dismissed.
