A firm protested a Defense General Supply Center (DGSC) for welding torch bodies, contending that DGSC improperly used a manufacturer's part number instead of a military specification to describe its needs. GAO held that the Federal Acquisition Regulation exempted small purchases from the mandatory use of federal specifications and did not prohibit the use of manufacturers' part numbers. Accordingly, the protest was dismissed.
