A Bureau of Reclamation employee claimed reimbursement for subsistence expenses he incurred during extended temporary duty, contending that Interior based its denial of his claim on an erroneous change in his permanent duty station. GAO held that: (1) Interior erroneously designated the claimant's temporary duty station as his permanent duty station in documentation regarding a temporary promotion; and (2) the claimant's temporary promotion did not effect a change his permanent duty station. Accordingly, the claim was allowed.
