A firm protested an Army solicitation for refuse collection, contending that specifications regarding: (1) truck washing were restrictive; and (2) refuse size, weight, and quantity were unreasonable. GAO held that the Army reasonably based its requirements on sanitary waste disposal requirements, its lack of on-post wash facilities, and residential refuge regulations. Accordingly, the protest was denied.
