The Department of State requested reconsideration of a sustained protest against a State contract award for operational and maintenance support. GAO had held that the protester was prejudiced by State's unequal discussions and cost realism analysis. In its request for reconsideration, State contended that GAO erred in: (1) sustaining the protest on an issue on which it did not have an opportunity to respond; and (2) finding that the protester was prejudiced by the unequal discussion and cost realism analysis. GAO held that it reasonably sustained the prior protest on: (1) an issue raised by the protester that State had not responded to; and (2) the basis that State failed to properly evaluate the offerors' costs for required spare parts. Accordingly, the original decision was affirmed.
