A firm protested the Air Force cancellation of a solicitation for inspection units, contending that the Air Force improperly cancelled the solicitation, which did not require any significant changes. GAO held that the Air Force reasonably cancelled the solicitation, since it determined that: (1) testing requirements had restricted competition and added significant additional cost to the government; and (2) resolicitation without testing would enhance competition and reduce cost. Accordingly, the protest was denied.
