A firm requested reconsideration of its dismissed protest against a Navy contract award for mess attendant services. GAO had held that the Navy properly determined that the protester's bid was unacceptable, since the protester failed to include information regarding price realism. In its request for reconsideration, the protester contended that the solicitation improperly required bidders to provide information needed to conduct a price-realism analysis. GAO held that the protester: (1) did not provide adequate information in its bid to permit the Navy to conduct an effective realism analysis; and (2) untimely filed after bid opening its protest regarding alleged solicitation improprieties. Accordingly, the dismissal was affirmed.
