A firm protested two Navy delivery orders for draperies and installation, contending that the Navy improperly issued the delivery orders to other than the low bidders. GAO held that the: (1) Navy properly awarded the contract, since the awardees' schedule items met the Navy's minimum needs at the lowest price; and (2) protester was not prejudiced by the Navy's failure to comply with the Federal Acquisition Regulation for ordering other than the lowest-priced product, since the protester had a reasonable opportunity to have its comparable product considered for award. Accordingly, the protest was denied.
