A firm claimed reimbursement for its protest costs under an Air Force solicitation for boiler repair and asbestos abatement, contending that the Air Force amended the solicitation only after the claimant filed a GAO-level protest regarding unduly restrictive specifications. GAO held that there was no basis for reimbursing the claimant for its protest costs, since the: (1) Air Force promptly responded to the GAO-level protest; and (2) guidelines for reimbursing protest costs did not extend to agency-level protests. Accordingly, the claim was denied.
