A firm protested a Department of State contract award for information system engineering and installation services, contending that the awardee misrepresented the availability of its personnel. GAO held that the awardee failed to meet responsibility requirements, since it made no attempt to determine whether its proposed personnel were in fact available. Accordingly, the protest was sustained, and GAO recommended that State: (1) clarify its security requirements prior to reopening negotiations; (2) terminate the awardee's existing contract if another bidder is selected; and (3) reimburse the protester for its protest costs.
