A firm protested a Federal Prison Industries (UNICOR) contract award for mattresses, contending that UNICOR improperly refused to consider its timely bid. GAO held that UNICOR properly did not consider the protester's bid, since the protester: (1) failed to identify the outer envelope of its bid package as containing bids; and (2) opened the envelope upon return, leaving no way to verify the original contents. Accordingly, the protest was denied.
