A firm protested an Army work order for engine overhauls, contending that the Army improperly: (1) made award to a higher, technically equal bidder; and (2) evaluated freight costs when it evaluated its bid. GAO held that the: (1) Army reasonably made award to a higher, technically superior bidder, since technical merit was more important than cost; and (2) protester untimely filed after bid opening its protest regarding Army evaluation practices. Accordingly, the protest was dismissed in part and denied in part.
