A firm protested the Air Force's cancellation of a solicitation for transient aircraft services, contending that the Air Force did not have a compelling reason to cancel the solicitation and resolicit the procurement. GAO held that the Air Force had a compelling reason to cancel the solicitation, since it reasonably determined that the solicitation requirements for the staffing level were ambiguous. Accordingly, the protest was denied.
