A firm protested a Navy contract award for guard services, contending that the Navy: (1) failed to consider definitive responsibility and technical evaluation criteria provisions when evaluating the awardee's bid; and (2) improperly allowed the awardee to correct a bid error without conducting an open discussion. GAO held that the: (1) criteria in question were not definative responsibility criteria, but general considerations for determining responsibility; and (2) Navy properly allowed the awardee to correct its bid error, since the intended bid was apparent from the face of the bid. Accordingly, the protest was denied.
