A firm protested General Services Administration (GSA) contract awards for instructional services, contending that: (1) it was the lowest bidder and GSA should have awarded it the contracts; and (2) GSA failed to timely provide it notification of award and a debriefing. GAO held that GSA: (1) properly determined that the protester's bid was technically unacceptable, despite its low price; and (2) failure to notify the protester of award or debriefing was a procedural error that did not affect the award's validity or provide a basis for protest. Accordingly, the protest was denied in part and dismissed in part.
