A firm protested a Department of Energy (DOE) contractor's cancellation of a solicitation for electrician labor services, contending that: (1) the contractor lacked a compelling reason to cancel the solicitation and should have made award to the protester; and (2) DOE and a union improperly controlled the wage rates and personnel required to perform the contract. GAO held that the: (1) solicitation's failure to incorporate a current wage-rate determination provided a reasonable basis for the cancellation and resolicitation of the requirements; and (2) contractor did not require the protester to hire union members. Accordingly, the protest was denied.
