A firm protested the Army's rejection of its bid for explosive ordnance disposal, contending that the Army should have included its bid in the competitive range, since its bid was: (1) technically superior to the awardee's bid; and (2) lower than the awardee's bid. GAO held that the Army properly eliminated the protester's bid from the competitive range, since it reasonably determined that the bid was technically unacceptable. Accordingly, the protest was denied.
