A firm protested an Environmental Protection Agency (EPA) contract award for technical support, contending that the awardee's bid: (1) underestimated the solicitation requirements; and (2) was unreasonably low. GAO held that: (1) EPA properly evaluated the awardee's bid; (2) EPA reasonably determined that the awardee's proposed labor costs were realistic; and (3) the protester's bid was higher because it proposed substantially higher labor and overhead costs then the awardee did. Accordingly, the protest was denied.
