A firm protested the Marine Corps' (USMC) rejection of its bid for food services, contending that USMC improperly determined that its bid was technically unacceptable. GAO held that USMC reasonably determined that the protester's bid was technically unacceptable, since: (1) the protester failed to submit the required letter of intent for its proposed project manager; and (2) USMC reasonably determined that the protester's proposed staffing level was below the government estimate. Accordingly, the protest was denied.
