A firm protested the Navy's rejection of its bid as nonresponsive for exterior windows, contending that its cashier's check represented an acceptable form of bid security. GAO held that the Navy properly determined that the protester's cashier's check was unacceptable, since the solicitation limited acceptable bid guarantee types to bid bonds or U.S. public debt obligations. Accordingly, the protest was denied.
