A firm protested a Navy contract award for trip units and circuit breakers, contending that the solicitation's award methodology did not permit full and open competition. GAO held that: (1) although the protester submitted a low bid for one lot, the solicitation permitted award of all lots to one bidder; and (2) the protester untimely filed after bid opening its protest regarding alleged solicitation improprieties. Accordingly, the protest was dismissed.
