The Bonneville Power Administration (BPA) requested an advance decision regarding whether it could pay for wheelchair van work to home transportation for a disabled employee. GAO held that the: (1) cost of the van service posed no undue hardship; and (2) expenditure was permissible under the Rehabilitation Act. GAO also noted that: (1) the decision was limited to rare situations in which sending the employee home was medically necessary; and (2) its decision should not be interpreted as generally allowing an agency to pay for transportation costs for handicapped employees. Accordingly, BPA could pay for a wheelchair van to transport a disabled employee home.
