A firm protested the Navy's cancellation of a solicitation and subsequent resolicitation for towing services, contending that the resolicitation's requirements were unduly restrictive. GAO held that the: (1) Navy properly cancelled the solicitation, since a pre award survey revealed that the solicitation specifications did not accurately reflect the Navy's minimum needs; and (2) new specifications were reasonably related to the Navy's minimum needs. Accordingly, the protest was denied.
