A firm protested an Air Force contract award for construction, contending that the Air Force should have rejected the awardee's bid as nonresponsive, since it did not include the required descriptive literature. GAO held that the awardee's failure to submit the required descriptive literature did not render its bid nonresponsive, since the solicitation did not require the literature for bid evaluation. Accordingly, the protest was denied.
