A firm protested the Air Force's rejection of its bid as technically unacceptable for aerostat operations and maintenance, contending that: (1) the Air Force improperly used an undisclosed staffing model to evaluate bids; (2) it responded to the Air Force's clarification requests regarding perceived technical proposal deficiencies; and (3) the Air Force failed to hold meaningful discussions with it. GAO held that the: (1) Air Force reasonably used a staffing model to evaluate bids; (2) protester's response to the Air Force's clarification requests did not cure its bid deficiencies; and (3) Air Force held meaningful discussions with the protester. Accordingly, the protest was denied.
