A firm protested an Army contract award for dipole antennas, contending that the Army: (1) failed to justify an urgent sole-source determination; and (2) unfairly denied it an opportunity to qualify its product for a possible dual-source procurement. GAO held that the Army properly determined that the: (1) awardee was the only offeror that could meet its urgent needs; and (2) protester's proposed product did not meet its needs. Accordingly, the protest was denied.
