Three firms protested a General Services Administration (GSA) solicitation for foam sleeping pads, contending that the specifications: (1) exceeded minimum needs; and (2) improperly specified a single manufacturing approach. GAO held that the protesters: (1) failed to adequately support their allegation that the specifications exceeded minimum needs; and (2) were not prejudiced by the manufacturing limitation, since they could not provide products that could meet the other requirements. Accordingly, the protest was denied.
